CALL FOR EXPRESSION OF INTEREST FOR PIAKOS PARTNERS BASED IN KOSOVO
Advocacy Training and Resource Center (ATRC), a Kosovo-based non-governmental and non-profit organization, is embarking on a transformative initiative, the “Public Information and Awareness Services for Vulnerable Communities in Kosovo” (PIAKOS) project. In collaboration with the International Bank for Reconstruction and Development, ATRC has secured a grant of USD 2,825,000 to bridge information gaps, promote inclusivity, and strengthen land and property rights in marginalized communities across Kosovo.
The PIAKOS project targets women, youth, and vulnerable populations, aiming to:
- Strengthen land tenure security
- Increase understanding and access to property registration services
- Boost awareness of property rights benefits for women, ethnic minorities, and youth
- Enhance public outreach activities in Kosovo

Objective of Assignment:
ATRC invites Expressions of Interest from eligible partners to implement PIAKOS Components 1 and 2. The selected partner(s) will be responsible for one or more of the following activities: implementation of national public information campaigns, capacity building, court monitoring, and legal aid support in selected municipalities. The target populations include ethnic minorities, women, youth, and key institutional actors. For comprehensive information regarding the Terms of References, kindly refer to the official document titled “Terms of References and Instructions for Applicants.”
Geographical Focus:
Activities will span 27 municipalities across Kosovo, with emphasis on regions inhabited by ethnic minorities and other vulnerable communities.
Expression of Interest Submission:
Interested parties are invited to submit their EOIs by 26 February 2024 to [email protected].

Eligibility Criteria:
Applicants must collectively possess a minimum of 3 years of experience for one or more of the following areas: advocacy, community-driven development, women outreach, legal counseling, and court monitoring. Familiarity with global, regional, and local best practices in property rights is essential.

1. What is PIAKOS?
The PIAKOS project, under the aegis of the World Bank and implemented by the Advocacy Training & Resource Center (ATRC), aims to address the critical need for improved access to information and counseling services related to property rights and cadaster for women, youth, and vulnerable persons in Kosovo. The project spans the whole territory of the Republic of Kosovo, emphasizing regions inhabited by minorities and other vulnerable communities. PIAKOS aims to promote land and immovable property rights, engage communities, and foster dialogue with public authorities in Kosovo to educate women, youth, and minorities in property rights as a human right during the three (3) year period of implementation.
The PIAKOS endeavors to bridge information gaps, promote inclusivity, and fortify land and property rights. By concentrating efforts on vulnerable communities, the project aspires to drive community development, stimulate socio-economic growth, and lay the groundwork for a more equitable society.
2. Which is the geographical scope of the project?
PIAKOS activities will be implemented in 27 municipalities, including here: Kamenica, Gjilani, Novobërdë, Vitia, Prizren, Gjakova, Peja, Rahovec, Suhareka, Ferizaj, Fushë-Kosovë, Obiliq, Prishtina, Vushtri, Mitrovica, Lipjan, Mamusha, Shtimë, Kllokot, Ranilug, Partesh, North Mitrovica, Leposavic, Zubin Potok, Zvecan, Shtërpcë, Gracanica.
3. What is this call?
This Partnership Call offers opportunities for Partners operating in Kosovo to implement actions focused on land and property rights, particularly benefiting vulnerable groups. This contribution aims to promote rights, enhance research capacities, and facilitate social dialogue with public authorities.
4. Who is eligible to participate in this call?
Participation in this Call is open to all tenders (NGOs and private entities). These terms refer to all legal entities or partnerships effectively established in Kosovo. To prove compliance with this rule, applicants, being legal persons, must present the documents required in the ToR.
5. What work experience is needed to be eligible?
The Applicant(s) collectively should possess a minimum of 3 years of demonstrated work experience in the following areas:
- Advocacy Campaigns
- Community-driven development approaches to addressing property challenges
- Women outreach and mobilization, including the design and implementation of women-centered social media campaigns
- Ethnic minority outreach and mobilization, including the design and implementation of minority-centered social media campaigns
- Youth minority outreach and mobilization, including the design and implementation of youth-centered social media campaigns
- Legal counseling services
- Court monitoring
Familiarity with global, regional, and local best practices in property rights.
The Applicant(s) must possess the necessary material and technical infrastructure (office premises, vehicles, furniture, equipment, office supplies, and communication tools) to ensure the successful implementation of this Terms of Reference.
The Applicant(s) must be registered entities in the Republic of Kosovo for a minimum of 3 years and maintain an active bank account in Kosovo to manage contract funds.
6. How do we submit an Expression of Interest (EOI)?
To submit your EOI, please follow the guidelines outlined in the Submission Form. Please read Applicant Basic Data requirements in sections; A-G. Make sure to include all the documents specified in the section II, and the documents constituting the Dossier:

7. Which LOT should we select?
Applicants are required to fill out the application forms, choosing a maximum of two (2) lots that align with your scope of work as a single entity or as a consortium. Coverage of more than 2 lots might be subject to negotiations with the PIAKOS team after the initial selection. The selected lots should be clearly explained on the application form, demonstrating how the applicant’s background and expertise align with PIAKOS objectives on those selected lots.
8. Which data should we provide?
In the Submission Form, among other information required, the main areas to fill out are the full legal name of the applicant as per the registration certificate, complete address, including postal address, phone number, email, and website. Specify the year of registration, registration number, and fiscal or unique number.
Provide fill out the Submission Form with contact details for the designated persons: name, title, phone, and email.
9. Should we provide References?
Fill in the contact details of at least two references in the respective section of the Submission Form from previous partners or donors.
10. Are any meetings or information sessions planned?
PIAKOS team will be hosting 7 information sessions in different municipalities covering all 7 regions of the Republic of Kosovo. The detailed program schedule will be published soon on the website, social media, and other communication channels.
11. Can we contact PIAKOS team for clarification or assistance during the process
You will be able to reach us, as mentioned above, during the info-sessions that will take place in 7 different municipalities, or you can submit your questions and request for clarification via email to: [email protected]. A schedule of info-sessions will be available with the respective information on location and time.
The deadline for all questions is 19 February 2024, at 16:00.
12. Can we make changes to the submission papers once they have been submitted (before the deadline)?
Yes, another full submission package shall be re-submitted before the deadline. Separate documents are not allowed as complementary to the initial submission.
13. How will the annual work plan be developed?
Shortlisted applicants will cooperate closely with PIAKOS team to develop an annual workplan. During this phase, the necessary budget for the implementation of activities will also be determined.
14.Which documents do we need to submit?
Applications will be submitted through Section 2. Expression of Interest Submission Form, in English language.
- Expression of Interest Submission form (section 2)
- Applicant’s registration certificate, and UNI/Fiscal Number Certificate.
- Certificate proving that the Applicant has no debt to TAK (not older than 3 months).
- Cover Letter and Declaration of Honor on exclusion criteria and absence of conflict of interest (section 4).
- Consortium/Partnerships agreement (for organizations that apply as Consortium).
- Financial Statements and Annual Turnover.
15. Where to submit the documents?
