GENERAL INFORMATION

  1. GENERAL INFORMATION:

The USAID Justice Activity project in Kosovo (JA) is a five-year program implemented by Chemonics in partnership with Advocacy Training and Resource Center.

USAID Justice Activity project aims to strengthen Kosovo’s justice system by applying a people-centered justice approach to improve institutional capacity to provide people access to quality services and multiple means to solve their justice needs and everyday legal problems, and to generate greater public trust in the justice system and the rule of law.

The activity has three objectives:

QUALITY AND ACCESSIBILITY OF JUSTICE SERVICES IMPROVED

USAID through this activity supports improved citizen access to justice by increasing procedural justice, expanding legal aid services, and continuing to improve administration and management policies and practices in courts.

CITIZEN UNDERSTANDING, ENGAGEMENT, AND TRUST OF THE JUSTICE SYSTEM IMPROVED

USAID’s Justice Activity engages communities and practitioners in defining problems and proposing improvements to the delivery of legal services and information to disparate justice seekers where they live and on the issues they often confront.

EFFECTIVE INNOVATIONS IN THE JUSTICE SECTOR DEVELOPED

The activity will initiate the creation of the Justice Innovation Incubator to help channel the capacity to innovate based on the challenges that justice institutions and their users face.

One of the main activities under Objective 2 includes a national awareness-raising campaign. The goal of this activity is to increase the information of the community on available legal services such as; Free Legal Aid and Basic Courts, and how to use legal mechanisms to access justice services and exercise their rights. This will include using all tools of communication, and innovative approaches to delivering information and initiatives to the community. The campaign will particularly aim to reach out to low-income families, women, and members of the non-majority communities such as Roma, Ashkali, Egyptian, Serb and Bosniak communities whose level of knowledge in this regard has been consistently lower.

  1. TASKS AND EXPECTED RESULTS

Communications Consultant will develop the National Awareness Raising Campaign for promoting laws, justice institutions and their services. National Awareness Raising Campaign will be implemented country-wide with the aim to raise citizens’ awareness about their rights, justice institutions, justice services, and tools used to exercise their legally guaranteed rights. Moreover, the Communications Consultant will oversee the;

  • Planning and design of the strategy for communications and outreach geared towards informing citizens and promoting justice institution’s services.
  • Planning and elaboration/ elaborating of actions for promoting the selected justice institutions and their services following JAK goals.
  • The consultant will be responsible for finding the most effective information dissemination tools and methodologies to reach each community category.
  • The consultant will be responsible for developing which is an inclusive plan to reach out to low-income families, women, and most marginalized communities.

2.1. DEADLINE:

This task is expected to be completed by February 2023.

2.2. COMPETENCIES REQUIRED BY THE SERVICE PROVIDER:

  • University Degree in Communications, Journalism or equivalent (marketing, public relations, media studies, law etc.).
  • Two or more years of experience in delivering strategic campaign documents of high quality and clearly written.
  • Two or more years of experience in designing promotional and informational actions targeting the community.
  • Excellent knowledge of English and Albanian language.
  • Excellent knowledge of Kosovo’s social context/composition.
  • Strong self-initiative to build on and develop the job, combined with the ability to work effectively as part of a team.
  • Highly organized, with good attention to detail and developed ability to prioritize multiple tasks to meet tight deadlines and organize work.
  • Detailed-oriented, organized, methodical approach to work.
  • Strong interpersonal, presentation and communication skills.
  • Undertake any other duties proper to the post as may be needed.
  • Desirable: Having knowledge on Justice System, justice services and its functioning.
